The city of Baltimore does not want to mind the budgetary gap--let's face it--many cities face such tough decision. The Poe House faced difficult times beginning in 2010--here's a link to a New York Times article about the Poe House's financial problems last year, noting that part of its problem is that it is not in the tourist district. The Times article notes that the city Housing Authority owns the Poe House.
